Membership
Library membership can be individual and collective.
Individual member of the Library may become anyone who is over 16 years of age and who owns personal identification documents (identity card or driving license).
One year membership fee for general reading rooms is 200
denars and 500 denars for individual reading rooms.
Individual reading rooms may be used by scholars and
scientists, only.
Legal entities may become collective members of the Library on the basis of a written claim. One year collective membership fee is 3,000 denars.

day, Monday - Saturday, from 7.30 a.m. to 7.30 p.m.
July and
August, Monday - Saturday, from 7.30 a.m. to 2.30 p.m.

Information/Inquiry Sector
The Information Sector offers the following facilities to the users:
general information for the Library, how to use Library stock and
its services;
giving instructions for using the catalogues (conventional catalogues and
automated catalogue - OPAC);
giving instructions for using secondary sources of information (indexes,
bibliographies, union catalogues etc.);
bibliographic searches on particular subject scopes in different fields
by means of printed and electronic sources of information.
Information about special
holdings/collections is available at the appropriate specialized reading
rooms.
The information is
free of charge.

Each working day, Monday - Saturday, from 7.30 a. m. to 7.30 p. m.
July and August, Monday - Saturday from 7.30 a. m. to 2.30 p.m.

Use of the books in stock
Library stock can be used by Library members, only.
Library holdings can be used by the users in the Library premises only, and it is free of charge.
General stock is used
in general reading rooms (270 seats) and 30 individual reading rooms for
scientists and scholars. Special holdings/collections can be used in the
specialized reading rooms (50 seats).
All other libraries
in the Republic of Macedonia and abroad can use documents from the Library
holdings with the help of inter-library loan service on the basis of written
request/form and according to the following conditions:
borrowing a book
200 denars
photocopies of a document
up to 10 pages 120 denars
photocopies of a document
- 10 - 30 pages 250 denars
Members can make use of serial publications (journals and newspapers) as well as Library materials belonging to special holdings/collections by borrowing them as copies (photocopies, microfilms, diskettes) through inter-library loan service.
Materials can be borrowed:
Each working day, Monday - Friday, from 7.30 a.m. to 7.00 p.m.;
Saturday from 7.30 a.m. to 2.00 p.m.;
July and August: each working day, Monday - Saturday, from 7.30 a.m. to

Direct (ONLINE) Access to international information services
Library members may
use direct (online) information from international automated databases
via information services DIALOG and ECHO.
Databases available
at these international information services can be accessed and searched
in the premises of the Referral Centre with the librarian in charge from
Monday to Friday, from 8.00 am to 3.00 p.m. or by phone: (389 91) 11 53
58.
Information specialists
who work at the Referral Centre are mediators in the communication between
the users and the databases. They prepare strategy for the search and define
the field/subject, key words (in English language) with which they determine
the topic, the type of the document, period and language.
The user himself is
present at the time of the search, he follows the procedure and he may
change the strategy by suggesting another key words which will enable
access to more adequate results. Received information can be followed on
the monitor. As soon as the search is finished, the information is downloaded
on a diskette or it is printed.
The price of the search
is formed according to the duration of the connection with the base (each
base has its own fee) and the number of the received items. As soon as
the search is finished and the system is turned off, the price in
US$ is shown on the monitor. 10% of material and handling charges are added
to this amount.
The charge is paid
in denars by the user.
Scientists pay 50%
of the real price.
DIALOG
- information service with its centre in Palo Alto - California, USA. There
are more than 400 databases from various fields at its disposal which are
divided in the following areas: agriculture and nutrition, medicine and
biological sciences, chemistry and chemical engineering, law and administration,
management and business information, information about companies, industrial
analyses, energy and protection of human environment, computer technology,
interesting information, newspapers etc.
All these kinds of
information are represented in the form of bibliographic data (with abstracts
or full text), factographic/numerical data or data in the form of guides/directories.

ECHO
- The European Commission Host Organization is a non-commercial organization
which both develops and promotes the understanding of information services
in the European Community and at the same time it enables access
to the unique databases which can be used in all languages of European
Community members.
Databases which are
accessible on ECHO cover four main areas: user support (training, guidance,
information), search and development, language industry databases (dictionaries,
thesauruses, index translationum) as well as industry and economy databases.
One part of ECHO bases
is free of charge.

Use of CD-ROM Databases
The members of the
Library may use information from databases on CD-ROM kept in the Library.
Access to and search
of databases are possible in the premises of the Referral Centre in the
presence and by assistance of information specialists from Monday to Friday,
from 8.00 a. m. to 3.00 p. m., in terms agreed in advance in the Library
or by telephone no. (389 91) 11 53 58.
The price of one retrieval
of one subject scope is 100 denars.
Handling charges are
added to this price depending on the number of items:
- from 1 to 50 items
100 denars
- from 51 to 200 items
200 denars
- more than 201 items
300 denars
Users bear the material
expenses for paper printing or diskette copying.
The Library has the
following databases on CD-ROM:
SCIENCE CITATION INDEX - (SCI-CDE WITH ABSTRACTS) represents a multidisciplinary database in the field of natural and applied sciences. It contains articles from more than 3,300 journals published in the world.
Retrieval by: key word, the name of the author of article, corporation, address, the title of journal, the first author in the reference cited, related records (articles that have at least one common reference).
Each item includes: a bibliographic description, an abstract and all the references cited in the article.
This database is updated monthly. It has been continuously supplied since 1992.
SOCIAL SCIENCE CITATION INDEX (SSCI-CDE WITH ABSTRACTS) represents a multidisciplinary bibliographic database in the field of social sciences. It comprises articles from over 1400 journals published in the world.
Retrieval by: key word, the name of the author of article, corporation, address, the title of journal, the first author in the reference cited, related records (articles that have at least one common reference).
Each item contains: a bibliographic description, an abstract and all the references cited in the article.
This database is updated monthly. The Library has CDs for 1993 and 1994.
MEDLINE - contains bibliographic items with abstracts (constituting more than 80% of the database) from world biomedical literature. The subject scope covers all the fields of scientific searches, clinical practice, administrative affairs, health offices and services. The database comprises articles from over 3400 journals from 70 countries. It corresponds with the following printing sources: Index Medicus, Index to Dental Literature and International Nursing Index. The database is compiled by the U.S. National Library of Medicine. Retrieval by: key word, descriptor, author, etc.
This database is updated monthly. CDs have been supplied since 1989.
PERINORM
comprises data with abstracts including more than 700,000 international
standards (DIN, ISO, IEC, IEEE, BSI, ASIM) in all fields of human knowledge.
Retrieval by: country,
code, title, descriptor, year, the number of standard, status, etc. Time
span from 1812 to 1996.
BIBLIOGRAPHY
AND GENEALOGY MASTER INDEX includes data on original citations
from more than 8.8 million of biographies from the earliest times to the
present.
Each citation provides:
name, year of birth, biographical portrait and complete data on the original
material.
UNESCO-DATABASES
represents a bibliographic data comprising over 100,000 references organized
in 10 different databases stored on the same compact disc: UNESBIB, IAUDOC,
IBEDOCS, ICOMMOS, DARE, ENERGY, ISISDIF, UNESDATA, UNESIS. The databases
include information on documents and publications, AIDS, education, museums,
monuments, journals and institutions in the field of social sciences as
well as the addresses of UNESCO offices in the world.
Retrieval by: key
word, author, title, address, etc.
It is updated annually.
Time span from 1946 to 1995.
INDEX
TRANSLATIONUM includes bibliographic data on translated books
from more than 100 countries in the world, with total 815,000 bibliographic
items from 1979 to 1996.
Retrieval by: author,
key word, year, etc.
This database is updated
annually.
SPRINGER IN PRINT represents a catalogue of books, journals and electronic media printed by the SPRINGER VERLAG Publishing House. It contains 48,000 references which can be retrieved by: key word, author, ISBN, ISSN, year, etc. Time span from 1945 to 1996.
SLOVENSKA
BIBLIOGRAFIA comprises around 15,000 bibliographic data on all
the books printed in Slovenian in the Republic of Slovenia or in the world.
Retrieval by: key
word, publisher, ISBN, UDC, country, etc.
MULTIMEDIA AND CD-ROM DIRECTORY is a CD-ROM version of the annuals The Multimedia Year Book 1996 and The CD-ROM Directory 1996. It comprises 30,000 references which are retrievable by key word, ISBN, ISSN, publisher, conference, etc.
ULRICH'S PLUS provides a detailed information on annuals and collections from all over the world. It includes 213,000 titles of serials and more than 90,000 publishers. The database is compiled by Bowker's International and corresponds to the printed ULRICH Catalogue.
Retrieval by: key word, title, publisher, language, ISSN, country, UDC, price, etc.
It is updated quarterly. The Library supplies it continuously.
PUBLIC LIBRARY FULLTEXT includes references from journals carefully selected according to the interest and subscription of a number of university and bigger public libraries in America. In addition to bibliographic description, a large number of the references contain a fulltext.
Retrieval by: key word, author, the title of journal, ISSN, etc.

Inter-library Loans
Inter-library loan service of the National and University Library is a system for supplying various kinds of documents (books, articles from journals, patents, standards etc.) for the needs of its users from the libraries abroad. The user submits written request, giving exact and readible bibliographic details such as: author and title; title of the journal (when article is needed); year and place of publication, volume; number; number of pages as well as some other data for identification of the document (eg. ISSN or ISBN).
The librarian suggests which is the most convenient way
for quicker and more economic delivery of the document and the user decides
which way he will choose. The requested loans are usually supplied in 10
or 20 days. As soon as the document is delivered, the inter-library
loan service informs the user so that he can take it from the Library.
The invoice is prepared in accordance with the price list of the Library
and the user pays for the charges in that way.
The loan period for original document is 15 days from
the day of receipt.
The Library cooperates and borrows documents from well-known libraries throughout the world. Each of them offers its conditions and prices. These centres are: British Library Document Supply Centre, Boston Spa, Great Britain; University Library and Technical and Information Library from Hannower, Germany; the National Library and International Loan Centre from Paris, France; State Public and Scientific Library from Moscow, Russia; Central Technical Library and Central Medical Library from Ljubljana, Slovenia; and several other libraries throughout the world).
10% for handling charges are added to each price.
Upon the received invoice, the user pays for the charges in denars equivalent according to the exchange rate defined by the National Bank of Macedonia.

BRITISH LIBRARY DOCUMENT SUPPLY

German Reading Room
The German Reading
Room was established in cooperation with the Goethe Institute from Munich
in 1994. Its library material is in German and includes:
Books in the field of literature, sciences and arts, mass media package
for German language training and reference material;
Serial publications (newspapers, journals and magazines);
Videocassettes;
Speech and music audiocassettes.
The stock of the German Reading Room offers an information on the overall life in Germany. The members of the Library can use the services of the German Reading Room free of charge.
The only library material
that can be borrowed outside the Reading Room is the following:
Books (two titles);
Audiocassettes (two);
Videocassettes (two).
Lending terms:
Books and speech audiocassettes - 20 days;
Music audiocassettes - 10 days;
Videocassettes - 3 days.
The lending term can be prolonged only once on demand of the user. The user compensates for the material damaged, lost and soiled.
The following library
material can be used in the premises of the German Reading Room:
Serial publications (newspapers, journals and magazines);
Dictionaries, encyclopedias and other handbooks (designated with a green
label).

Training for users
The Library organizes
a training for a group of users. The training is carried out according
to a Programme and it is intended mainly for the students at the Ss Cyril
and Methodius University in Skopje.
The Programme offers
a general knowledge about the Library and the possibilities and ways for
getting an information by means of the Library.
The lectures are given
in the Library premises in terms agreed in advance by the Referral Centre
or by phone no. (++389 91) 11 53 58, from Monday to Friday, from 8.00 a.m.
to 3.00 p.m.

Advanced training for library staff
The Library follows up the situtation and the needs of library staff in the Republic of Macedonia and it organizes and introduces various forms for its advanced training. A special attention is paid on this question since the institutional education for librarians has not been established in Macedonia until now.
The training of library staff as well as permanent advanced training are mainly carried out through theoretical and practical training in the National and University Library through seminars, courses, lectures on certain subjects, etc. On librarianss written request for training, the Library organizes professional stay for the library staff from all the libraries in the country.
On the basis of the NULS Program and Regulations for Advanced Training, the candidates, under the supervision of librairians-specialists, learn the principles of international standards, national recommendations as well as the rules for professional library work.

Cataloguing-In-Publication data (CIP)
Since 1978 the Library has been engaged in bibliographic description (with UDC index and subject heading) of the books published in the Republic of Macedonia. This description - cataloguing-in-publication - is prepared on the basis of the final version of the publication and is included in the publication before its printing.
The Library and the publishing houses from the Republic of Macedonia have concluded a special contract regarding this description.
CIP is prepared free of charge in the Sector for Acquisition and Processing of Library Material.
